The Sindh Prisons & Corrections Service (SP&CS) is entrusted with the management of prisons and correctional facilities. Its history reflects a commitment to evolving alongside the nation’s needs. Following Pakistan’s independence in 1947, the province of Sindh inherited only four prisons. This limited infrastructure posed a significant challenge in managing the prison population. Recognizing this, the government embarked on a period of expansion. Since then, a remarkable transformation has taken place. With a focus on addressing capacity needs, twenty new prisons have been constructed across Sindh. This expansion has resulted in a current network of 24 functional correctional facilities, a significant step forward from the initial four.

Until 2019, the operations of SP&CS were guided by the Pakistan Prison Rules, established in 1978. However, these rules, while serving their purpose for many years, were no longer fully aligned with contemporary correctional practices. In a landmark move, Sindh became the first province in Pakistan to usher in a new era of corrections and rehabilitation. In 2019, the Sindh Prisons & Corrections Service Act, 2019, was enacted. This act repealed the outdated Pakistan Prison Rules, paving the way for a more progressive approach to prison management.
The Sindh Prisons & Corrections Service Act, 2019, signifies a paradigm shift in the way SP&CS operates. It emphasizes several key aspects. A core focus of the act is on providing inmates with opportunities for rehabilitation. This includes programs aimed at equipping them with skills and support to successfully reintegrate into society upon release. Today, SP&CS faces the challenge of managing a prison population of approximately 25,000 inmates within a system with an authorized capacity of 13,538.
